Im Spätmittelalter erfolgte in den meisten europäischen Ländern ein Kommunalisierungsprozeß. Neben dem traditionellen Lehnswesen entwickelte sich auf lokaler Ebene die Gemeinde zur vorherrschenden gesellschaftlichen Organisationsform. Deren Wertvorstellungen - Frieden, Gemeiner Nutzen, Rechtsgleichheit - waren ein wichtiger Bestandteil des modernen Staates, der sich in den folgenden Jahrhunderten entwickelte.
