Das Jahr 1963 sah im Herbst mit dem Rückzug des Bundeskanzlers, der Anfang des Jahres mit dem Elysée-Vetrag noch die Grundlage für eine enge deutsch-französische Zusammenarbeit gelegt hatte, das Ende der Ära Adenauer. Durch den Rücktritt des britischen Premierministers Macmillan und die Ermordung Kennedys im November kam es gegen Jahresende somit zu einem umfangreichen Führungswechsel in der westlichen Welt. Zahlreiche der 492 hier erstmals veröffentlichen Dokumente bilden daneben die letztlich erfolglosen bundesdeutschen Bemühungen ab, einen Beitritt der DDR zum Atomteststoppabkommen – und damit deren völkerrechtliche Anerkennung – zu verhindern. Die Bände zeigen zudem die langsame Abkehr der Bundesrepublik von der Hallstein-Doktrin und Öffnung nach Osten durch die Errichtung von Handelsvertretungen in Polen, Rumänien und Ungarn.
